There is a user permissions related to overriding plugin paths.

Permission Name	Description	Actions Impacted by Permission
Override Plugin Path	The ability to change or override the default plugin location. The default setting is OFF, but it can be set to ON to allow specific users, such as plugin developers, to specify a different path where any plugins under development are placed, or to load a set of custom plugins. By default this permission is not allocated to any user role. If you want to allow some or all users to override the default plugin location, you can create a new role with the "Override Plugin Path" permission and a user group with this role. You can then add appropriate users to this group. If you want to allow every user to override the plugin location, add all the users to the group.
